Air India struggle to make semis

The star-studded Air India huffed and puffed to a 4-2 win over Jharkhand here Sunday to set up a semi-final clash with hosts Karnataka in Hockey India's senior men's National Hockey Championship.

Meanwhile, defending champions Haryana and Punjab came through some tricky moments for a workmanlike 4-2 win over an inexperienced Manipur while Karnataka chalked up an unimpressive 2-1 result against Tamil Nadu and Punjab shrugged off a one-goal deficit to beat Railway Sports Control Board 5-1.

Air India, courtesy twin strikes by their India stars Arjun Halappa (13th, 63rd) and Shivendra Singh (39th, 66th) saw off a spirited challenge from Jharkhand for whom Diwakar Ram (37th) and Anil Xaxa (58th) scored in a tight match.

Air India survived thanks to their goalkeeper Gurpreet Singh whose sharp reflexes and anticipation saw him bringing off several good saves to repeatedly frustrate Jharkhand.

Leading the Haryana charge was former India forward Bharat Chhikara who opened the scoring with goals in the third and sixth minutes while Mandeep Antil (43rd) and Didar Singh (44th) netted one apiece.

Manipur, playing in their maiden quarter-final game at this level, went down fighting with penalty corner goals by Jayantakumar Meitel (31st, 60th) keeping them in the frame, but Haryana held their ground in the last 10 minutes.

With a bit more experience and a sharper finish, Manipur could have troubled Haryana who boasted several India players in their ranks, but that was not to be.

Later, Karnataka, courtesy two first-half goals by M.K. Mudappa (29th) and P.L. Thimmanna (32nd), did just enough to overcome a fighting Tamil Nadu who had their chances, especially in the second-half, but failed to convert them.

The rival goalkeepers Olympian Sreejesh (Tamil Nadu) and Tarun Thammanna gave a good account of themselves to deny more goals, but it was a touch-and-go for the home team that will have to pull up their collective socks if they hope to go all the way in the tournament.

In the third quarter-final match, Punjab, who led 3-1 at half-time after conceding an early goal when B. Horo scored off a Vinod Kumar pass in the fifth minute, were stretched to the limit by Railways whose rather slack defence let them down.

Punjab's penalty corner specialist Gurjinder Singh again led the scorers' list with two conversions (12th, 47th) after Gurbaj Singh opened the account in the seventh minute, finding the boards from a goalmouth scramble.

Young Akashdeep Singh (31st) and Prabhdeep Singh (52nd) scored the other goals for Punjab who as in the previous matches, woke up rather late, but once in the groove, did not look back.

The results (quarter-finals):

Haryana 4 (Bharat Chhikara 3rd, 6th; Mandeep Antil 43rd; Didar Singh 44th) beat Manipur 2 (Jayantakumar Meitel 31st, 60th).

FBI probes $7 flea market Renoir over theft report

The Renoir painting that caused a sensation when it was bought at a flea market for $7 may have been stolen from a museum six decades ago, and an auction house has put its sale on hold.

Pierre-Auguste Renoir's painting "Paysage Bords de Seine" was due to go to auction through the Potomack Company on Saturday, but its sale was put on hold after a Washington Post reporter discovered documents in the Baltimore Museum of Art's library showing it was on loan there from 1937 until 1951, when it was stolen.

The Impressionist work, whose title translates as "Landscape on the Banks of the Seine," was purchased two years ago at a West Virginia flea market.

The buyer, a Virginia woman who has not revealed her name, took it to auction house The Potomack Co. in July, and experts there confirmed it was by the French master Pierre-Auguste Renoir. The frame of the painting includes a "Renoir" plaque.

"I originally bought it for the frame," the buyer admitted to NBCWashington.com earlier this month. "I was trying to rip it apart... I was like, well, maybe I should wait." The buyer's mother encouraged her to get it appraised.

It was expected to fetch $75,000 to $100,000 at auction.?

"The rest of the auction will go on, but the Renoir has been withdrawn," said Lucie Holland, a spokeswoman for The Potomack Co.

Potomack said that the?London-based Art Loss Registry had said that the painting had never been reported stolen or missing and the FBI's art theft website did not list it as stolen either. There was also no police report from the theft.

The FBI is now investigating.

'Caught by surprise'
The Renoir came to the Baltimore museum through one of its leading benefactors, collector Saidie May. Her family?bought it from the Bernheim-Jeune gallery in Paris in 1926.

The Washington Post found records in the museum's library on Tuesday that showed May had lent the paintings and other works to the museum in 1937, Potomack said.

After the newspaper told it of the findings, the Baltimore museum checked its files and found a loan record showing the Renoir had been stolen on November 17, 1951. What happened to it after the theft is unknown.

Doreen Bolger, the museum director, said the museum's probe into what happened to the painting was in early stages.

May died in May 1951 and the art collection was willed to the museum. As its ownership was going through legal transfer, the painting was stolen while still listed as on loan.

The Mona Lisa Foundation, based in Switzerland, is claiming Leonardo da Vinci painted an earlier version of the Mona Lisa. Is she or isn't she? NBC's Jim Maceda reports.

"We were caught by surprise," Bolger said on Thursday.

"At this point we just want to make sure that the painting winds up where it belongs and that we provide all the information we can to law enforcement about this issue," Bolger said.?

She said that she would be happy to show the painting again if it is ultimately returned to the museum.

WASHINGTON (AP) ? President Barack Obama is practicing for his first debate with Republican Mitt Romney before spending the rest of Friday fundraising in Washington.

Obama is at Democratic National Committee headquarters for his latest prep session for Wednesday's debate in Denver.

The president was then holding three fundraising events.

The first was at the Capital Hilton, with about 700 guests. Ticket prices began at $250 per person.

Obama was then speaking to about 90 people at the home of Sen. Jay Rockefeller, a West Virginia Democrat. Tickets cost $20,000 per person.

The final fundraiser, back at the Hilton, was for 200 people. Tickets for that event start at $2,500 a person.

The money will go to Obama's campaign, the Democratic National Committee and state Democratic parties.

FDA Approves Regorafenib for Metastatic CRC - Colorectal Cancer ...

The FDA today approved the use of the drug regorafenib?(brand name Stivarga) for patients whose metastatic colorectal cancer has progressed despite all currently approved treatment regimens.

This is the second new drug approved by the FDA recently after a drought of 5 years in approving new treatments for metastatic colorectal cancer (mCRC). Regorafenib was placed into the? FDA?s??fast-track? approval process after the international, multicenter Phase III CORRECT trial? showed improved survival (from 5 to 6.4 months) in all mCRC patients, including those having both non-mutated and mutated KRAS types.

Regorafenib (Stivarga) is a biologic drug in pill form which has a broader target than other biologics used to treat mCRC patients. FDA approval opens the door for Medicare and other insurers to cover the cost of this drug in patients whose metastatic disease has progressed despite all other standard therapies.?

About 25% of colorectal cancers are already advanced (metastatic or stage IV) at diagnosis, and another 25% of CRC patients (mostly those with stage III and some stage II) will develop metastases with a recurrent cancer.?A few mCRC patients may achieve long-term survival, primarily when they are diagnosed with very limited metastatic disease which can be surgically removed. For most patients, there is not cure for metastatic CRC, but the amount of time they survive can be lengthened when patients have more treatment options.

Regorafenib (Stivarga) is a drug in pill form that targets the VEGFR?a protein that stimulates growth of new blood vessels to nourish a tumor?and?also RAF, a protein in the MAPK pathway that?stimulates cell growth.

?Regorafenib is a multitargeted inhibitor of a number of pathways that drive cancer,? explained Dr. Richard Goldberg, member and former chair of?NCI?s Colorectal Cancer Task Force?who also serves on?Fight Colorectal Cancer?s Medical Advisory Board. ?It?is?the first in its class of drugs to show activity in people with advanced colorectal cancer. It provides an additional option for people with disease that has progressed through conventional chemotherapies and other targeted agents. Because patients whose tumors harbor Kras mutations have fewer treatment options due to resistance to the EGFR inhibitors cetuximab and panitumumab, this new agent should have particular utility for their treatment.?

From May 2010 to March 2011, the Phase III CORRECT trial enrolled 760 patients in cancer centers around the world whose metastatic disease had progressed either during or within 3 months after completing all standard treatments. Patients were randomly assigned to receive either regorafenib and ?best supportive treatment,? or a placebo and best supportive treatment. Early results in the Phase III CORRECT clinical trial showed enough improvement in overall survival that placebo patients were offered the chance to switch to regorafenib, and the FDA put the drug on a fast-track for review.

The large trial showed improved survival time of 1.5 months (as well as improvement in other measures), with no difference between patients having either non-mutated and mutated KRAS genes. Some patients did show significantly more response to regorafenib than other people, so a next step will be to figure out which patients do best with this new drug.

Stivarga (regorafenib) carries a Boxed Warning alert about severe and fatal liver toxicity which occurred in some patient treated with Stivarga during the trial. The most frequent serious side effects include hand-foot skin reaction (17% of those who took the drug); fatigue (15%), diarrhea (8%) and high blood pressure and bilirubin blood levels (less than 10%). So as all second or third-line treatments for metastatic CRC, doctors and patients must consider the balance between possibly longer survival and the patient?s ability to tolerate side effects.

But FDA approval delivers one more weapon against metastatic CRC which progresses despite existing standard therapies.?

AP EXCLUSIVE: Study: UN misconduct goes unpunished

NEW YORK ? When U.N. staffers on peacekeeping missions were accused of misconduct or corruption over the last couple of years, more than two-thirds of them were exonerated by the U.N.'s internal tribunal system, according to research provided to AP by a whistleblower-protection group.

Extensive interviews conducted with current and former U.N. staffers in eight peacekeeping forces who lodged complaints against higher-ups found widespread frustration over "managers who committed misconduct and were rarely sanctioned," said the Washington-based organization, Government Accountability Project (GAP).

The U.N.'s tribunal system was reformed under Secretary-General Ban Ki-moon, at the insistence of the General Assembly, in 2009 but appears to be worse at rooting out mismanagement than the old procedures, according to the GAP study, which was being released publicly Friday.

After the reforms adopted higher standards of evidence and proof, GAP found 19 cases of misconduct allegations against peacekeeping staff over two years, of which 13 were exonerated -- 68 percent.

GAP's study showed, however, that in a 2 ?-year period before the reforms, nine misconduct cases were filed against peacekeeping staffers and just four were exonerated -- a 28.6 dismissal rate.

"Too often, bad apples are getting away with misconduct that they commit in the peacekeeping missions, at the expense of citizens across the globe," GAP international program staffer Shelley Walden, co-author of the study, told The Associated Press.

The United Nations is pledged to uphold justice worldwide. But as an international institution, its 75,000 staffers worldwide are ruled by an internal U.N. tribunal system that judges complaints of mismanagement, harassment or corruption. National courts do not have jurisdiction over U.N. employment issues.

GAP's research focused on the problems of whistle-blowers in the U.N. system who spoke out against mismanagement, corruption or harassment that can go as far as death threats and assault.

The most serious crimes are dealt with by having the United Nations discharge the staffer and send them to their home country for possible prosecution. This is how the U.N. handled several notorious cases of U.N. peacekeepers accused of rape or soliciting prostitution in Congo and Haiti.

The office of the spokesman for the U.N. chief was asked Thursday about the premise of the GAP research and was sent the report's executive summary. Ban's spokesman, Martin Nesirky, did not have any immediate comment on the report.

Part of the problem with the 2009 reforms, Walden said, is that it raised the standard of proof of misconduct, making it harder for whistle-blowers to make their complaints stick.

A report by Ban to the General Assembly in July verified that, saying that many cases "failed to meet the higher evidential and procedural standards" of the new tribunal system.

These also led to long delays in investigating some cases, Ban said. Some complaints were deemed not credible. And some cases were not pursued because managerial changes had already been made.

These "factors resulted in cases that were not pursued as disciplinary matters or closed with no measure," Ban said.

Walden said that "They are not pursuing as many cases, so the pendulum has swung back the other way."

The GAP report said that U.N. tribunal judges "have been hesitant to refer cases to the Secretary-General for possible action to enforce accountability." In almost tribunal 500 cases the GAP study examined, over a range from disputes over severance pay to actual threats and assaults, judges had asked Ban for enforcement only four times, and it was unable to find out if he had actually taken action in those four cases.

"The secretary-general has not upheld the rule of law within the organization," Walden said.

The appeals process "is almost never effective when it is higher level staff, I think that's a political problem within the insutution," George G. Irving, a private attorney who is a consultant to the U.N. Staff Union, told the AP. He was one of the experts interviewed by the GAP study.

"The tone at the top is really a problem -- you might get accountability at the lower levels," Walden said.

Ban's report summed up specific staff problems that had actually resulted in firing or other discipline over the past year, including:

-- seeking sexual favors from a job applicant.

-- making derogatory and sexual comments on fellow workers and storing pornography on a U.N. computer.

-- verbal abuse including threats to kill a supervisor.

-- beating a spouse, who was a U.N. volunteer, with a table, causing multiple injuries requiring hospitalization.

-- theft and sale of U.N. computers, radios cameras, and rolls of copper wire.

-- a "long-running and widespread" scheme to use forged U.N. airline vouchers for travel by unauthorized persons "and companies."

-- submission of phony dental care claims to the U.N.'s health insurance plan.

-- leaking information involving internal UN investigations "to the press and outside government agencies."

It appeared that even criminal activity may go unpunished. Ban's report said the U.N. had reported seven "credible" cases of criminal conduct by U.N. officials or experts on U.N. missions to national authorities, but he "is not aware of any action taken in respect of such cases by the Member States themselves."

Waik?k? 20/20 Conference Engages Community To Plan For The ...

WAIK?K? ? Twenty years ago, with the help of many concerned residents and businesses, the Waik?k? Improvement Association (WIA) held the inaugural Waik?k? 20/20 Conference to plan for the future of Waik?k?. This year, more than 25 speakers from the public and private sectors of Hawaii?s business communities will gather to review what has been accomplished since 1992 and to engage the community in conversation to plan for the next 20 years of Waik?k?. The Waik?k? 20/20 Conference will be held on Tuesday, October 16 from 8 a.m. to 3:30 p.m. at the Hawai?i Convention Center, Lili?u Theatre.

?We?ve come along way since 20 years ago and we would like to continue the discussion and re-engage the community about Waik?k??s future, with the goal of developing a working plan in the six to eight months following the conference,? said Rick Egged, president of the WIA. ?This is an important effort that will help make Waik?k? more livable and more attractive to residents and visitors for years to come.?

A range of experts from different industries will make presentations on topics and issues that most affect Waik?k? and the surrounding communities for the next generation of residents and visitors. Topics and issues include Waik?k? Beach nourishment program; upgrading of Waik?k? amenities and common areas; residential development and challenges; future expansions in Waik?k??s retail market; transportation; energy and sustainability; public health and safety including homelessness and crime. A roundtable discussion by young professionals to get their thoughts and views on the topics and issues will be presented at the conference.

Monthly forums will be held in the six to eight months following the conference to recap what was discussed in each session and to develop a plan that will be implemented for the next 20 years. Dates, times and locations of each monthly forum will be announced at a later time. The WIA Annual Meeting will also follow the Waik?k? 20/20 Conference on the same day from 4 p.m. to 7:30 p.m. and will include an awards ceremony and reception.

Curiosity spent the past several days investigating a?strange pyramid-shaped stone?named "Jake Matijevic," testing out some of the gear at the end of its 7-foot-long (2.1 meters) arm. These tools include the Alpha Particle X-Ray Spectrometer (APXS), which measures elemental composition, and the Mars Hand Lens Imager close-up camera, or MAHLI.

The rover performed these initial "contact science" operations on Saturday and Sunday (Sept. 22 and 23), researchers said. Photos snapped on those days show?Curiosity's arm?sidled up against "Jake Matijevic," with the arm's turret obscuring most of the 16-inch-tall (40 centimeters) rock.

"I did a science! 1st contact science on rock target Jake," the Curiosity team announced Saturday (Sept. 22) via the rover's Twitter feed @MarsCuriosity, which has more than 1.1 million followers. "Here's an action shot." [Curiosity Mars Rover: 11 Amazing Facts]

Curiosity also zapped "Jake Matijevic" with the laser on its ChemCam instrument, which reads rock composition from the vaporized bits. Comparing the results should help cross-calibrate the two instruments, researchers said.

The ChemCam work wrapped up Monday (Sept. 24), at which point Curiosity embarked on a 138-foot (42 m) drive ? the longest one-day jaunt for the rover since it landed inside Mars'?Gale Crater?on the night of Aug. 5.

Curiosity is making its way toward a site called Glenelg, which lies 1,300 feet (400 m) from the rover's touchdown site. Before Monday's drive, the mission team had said Curiosity was about halfway to Glenelg.

Scientists will likely soon begin looking for sandy areas to try out Curiosity's scooping system for the first time. The arm will deposit bits of Martian soil into the analytical instruments on the rover's body, which are known as SAM (Sample Analysis at?Mars) and CheMin (short for Chemistry & Mineralogy).? ?

The first use of Curiosity's rock-boring drill, which also sits at the end of the rover's arm, will come sometime after that, researchers have said.

While team members are keen to see what Curiosity discovers at Glenelg, the $2.5 billion rover's main destination is the base of Mount Sharp. This odd mountain rises 3.4 miles (5.5 km) into the Red Planet sky from Gale Crater's center, and its foothills show signs of long-ago exposure to liquid water.

Those foothills lie about 6 miles (10 km) away from Curiosity's landing site. The rover ? whose main task is to determine if the Gale area could ever have supported microbial life ? may be ready to turn its wheels toward the interesting deposits near the end of the year, scientists have said.

The rock "Jake Matijevic" takes its name from Curiosity's surface operations systems chief engineer, who died Aug. 20 at the age of 64. Matijevic, who was based at NASA's Jet Propulsion Laboratory in Pasadena, Calif., also worked on all three previous Mars rovers ? Sojourner, Spirit and Opportunity ? NASA officials said.

Serbia to Probe Mystery Killings of Journalists :: Balkan Insight

Serbia's new goverment has decided to set up an "International Commission" to investigate the unsolved murders of journalists in the country.

The Commission will primarily investigate the killings of three prominent journalists, Dada Vujasinovic, Slavko Curuvija and Milan Pantic.

A publisher and journalist, Curuvija was shot in the head on April 11, 1999, while coming back home from an Easter walk.

The killers and those who directed them have never been identified, despite promises made by every government since Slobodan Milosevic was ejected from office in 2000.

Milosevic and his wife, Mirjana Markovic, were widely believed to have been involved in Curuvija's death.

During the March-June 1999 NATO bombing of Serbia, Curuvija blamed the Milosevic regime for the North Atlantic Alliance's military intervention.

Vujasinovic, a reporter for Duga Magazine, was killed 14 years ago. Her death was initially called a suicide, but earlier this week a new ruling said the case would be reopened as a suspected homicide.

Pantic, a local journalist from the central town of Jagodina, was shot on the doorstep of his home in 2001.

The task of the Commission will be analysing all former investigations, ascertaining the facts behind their failures, and creating grounds for future investigations.

Apart from representatives of the security services, the prosecution and the media, international investigators will take part in the Commission's work.

Dunja Mijatovic, the OSCE Representative on Freedom of the Media, welcomed the establishment of the new body and expressed the hope that it will yield results.

"Families and friends of killed journalists and society as whole need to see justice being served," she said.

"As long as journalists are afraid for their lives and the lives of their families while doing their job, we do not live in a free society," she added.
