DAVOS, Switzerland (AP) ? Is the euro crisis over? A leading U.S. economist says not by a long shot.
Barry Eichengreen warns that the debt crisis that has shaken Europe to its core could easily erupt again this year unless European leaders move faster to solve their problems.
While European governments and markets have been breathing easier in recent months after years of turmoil, it's no time for complacency, said Eichengreen, who has chronicled the Great Depression and explored the consequences of a breakup of the euro currency used by 17 nations.
"Nothing has been resolved in the eurozone, where markets have swung from undue pessimism to undue optimism," Eichengreen told The Associated Press in an interview at the World Economic Forum in Davos, Switzerland. "They said all the right things last year ... and they've been backtracking ever since."
He warns that the crisis over too much debt burdening governments and banks in the 17-country currency group "is going to heat up again in 2013."
He urged eurozone leaders follow up on its proposals to steady its banking system and keep failed banks from adding to government debt through expensive bailouts.
European leaders in Davos this week are seeking to reassure investors and corporate leaders that the continent is on the mend after its punishing debt crises.
Heavily indebted countries such as Spain and Italy faced alarmingly high borrowing costs on bond markets last year, as investors wondered whether they would be able to keep paying their debts. Those bond market rates fell after key steps by European leaders. One was the European Central Bank's offer to purchase bonds issued by indebted countries if they promise to reduce their deficits. Another was a proposal to set up a so-called banking union that would keep failed banks from bankrupting any one country by transferring the supervision of bank behavior and finances to a single, central EU supervisor at the ECB.
The banking union decision was key. Meanwhile, Europe is in a recession that is putting added pressure on government finances.
"Europeans will be shocked out of their complacency, I think, soon enough," Eichengreen said. "There will be a relapse to the greater volatility of the first half of last year."
"None of the underlying problems have been solved. There is no economic growth in Europe. Germany itself is on the verge of recession. The banking union doesn't exist. There's less consensus on completing it than we thought last year, so the markets are going to lose patience at some point and the crisis will be back. "
Eichengreen, a professor at the University of California, Berkeley, studied the possibility of a eurozone breakup long before the crisis that started in late 2009 forced other people to consider what was once unthinkable. He concluded that leaving the euro would be disastrously expensive and cause widespread chaos for any country that tries it.
Political leaders are aware of those high costs, which means a country such as debt-strapped Greece leaving the eurozone "is off the table for the moment," he said.

Just last week, a study published in JAMA Dermatology found that apps advertised to improve diagnosis of cancer highly variable in their ability to help patients. ?Researchers and doctors at the University of Pittsburgh set out to study popular mobile and web-based apps designed to help patients identify potential skin cancers. Specifically, they?evaluated?apps advertised to pick up the most deadly type of skin cancer, malignant melanoma.
Don?t jumpt to too many conclusions. Just because these 4 apps don?t work well to diagnose skin cancer, it doesn?t mean we?re not moving in the correct direction. And this study doesn?t prove that patients use these apps without their doctors. Having improved ways to complete mole?surveillance and?chronicle?changes in moles will be increasingly important for those with high risk skin conditions or family history. Some apps that track and store photos of moles for comparissons were not compared and may help educate and support patients. An Indiana law barring sex offenders from joining social and online?networks like Facebook,?Twitter and various chat rooms was ruled unconstitutional by a federal appellate court Wednesday.
Judges with the 7th Circuit Court of Appeals in Chicago said that the law, passed in 2008, violates the First Amendment in that it is too broad a ban.
"Laws that implicate the First Amendment require narrow tailoring," ?the judges said in a written decision. "Subsequent Indiana statutes may well meet this requirement, but the blanket ban on social media in this case regrettably does not."
A Facebook spokesman told NBC News Wednesday that sex offenders already are?barred from using Facebook, and that the social network's internal teams monitor the site for such activity.
The ACLU had challenged the ban, saying that even though the law was meant to protect children from online?sexual predators, social networks and other sites have become so vital to Americans that a total ban would prevent sex offenders from using sites for legitimate reasons, including business and religious activities.
The 7th Circuit's ruling overturned a U.S. District Court ruling in favor of the ban.

Kombucha has been around for a very long time, dating all the way back to ancient China. With kombucha growing in popularity, commercial formulators are scrambling to find ways to make it taste less like fermented tea and more like soda pop. Some companies are even using dyes and flavorings to de-kombucha their tea. After all of that meddling, most bottled kombuchas are pasteurized. While pasteurized kombuchas probably still offer some benefits, it's a natural assumption that the raw pro-biotics pack a heavier punch. Bill claims that he can feel the difference physically when drinking a strong, raw kombucha versus a weaker drink that has been sweetened and pasteurized.
Emboldened with fifteen years of prior home brewing experience, Bill set out to satisfy his curiosity about how tasty kombucha could be without the use of sweeteners and artificial additives. He tried using different varieties of tea and natural herbs to build complementary flavors and health benefits while fiddling with the basic kombucha recipe. As is the case with most grand experiments, Bill described a long line of failed batches before he finally nailed the formulation. Friends and family acted as taste-testers, and eventually his brew became so delicious that his guinea pigs were asking for more.
When he met Tamara Hoover, owner of Cheer Up Charlies, a bar on Austin's East Side, Bill's kombucha experiment transformed into a small business. Tamara began offering Bill's kombucha by the bottle at her place. Soon after, she requested a larger amount for an upcoming South by Southwest party. Rather than fill what seemed like an endless amount of single-use bottles, Bill suggested serving the kombucha on tap. Forty gallons later, Wunder-Pilz had made its mark on Austin.?
