"If you have a force that moves, that impact sets the structure into vibration. The main component is static pressure, but as soon as the pressure changes, motion begins. No matter how strong you make a building, they vibrate at some load."

As the building gets taller, the swaying gets worse, since wind speed and other loads increase with altitude. This can make the top floors of the world's biggest building unbearable. To prevent these top floors from shaking, engineers can deploy a number of different technologies.

One piece of equipment, called a tuned mass dampener, is essentially a 400-ton concrete pendulum that swings independently of the building. When the structure sways to one side, the dampening weight pulls the building back up straight. This technology is often used to make buildings earthquake, as well as hurricane, resistant.

Other buildings, such as the old World Trade Center Towers, featured individual shock absorbers for each floor. Each floor moved independently of the other ones, effectively turning the entire structure into a giant spring that can dissipate the energy that would cause the top levels to swing wildly, Meyer said.

Then there's Trump Tower in New York City's Columbus Circle, the building that used to make people sicker than a roller coaster.

"If a building vibrates too much, you get 'sick building syndrome.' That's a common problem," Meyer said. "There was this building at Columbus Circle, that?s now the Trump Tower, the building vibrated excessively during any major wind storm, and you saw hundreds of people coming out all green and yellow like they were seasick. Now Trump, smart guy that he is, realized he could get the building for very little money, but would have to do a major improvement. He put a shield wall in the center of the building, strong enough to stop the vibrations, but where no one could see it. He cured the building."

North Korea ready to discuss nuclear moratorium: Kremlin (Reuters)

SOSNOVY BOR, Russia (Reuters) ? North Korean leader Kim Jong-il is ready to discuss suspending Pyongyang's nuclear arms testing and production if international talks on its atomic program resume, a Kremlin spokeswoman said on Wednesday.

The pledge, made during talks with President Dmitry Medvedev, appeared intended to increase the chances of reviving the six-nation aid-for-disarmament talks which collapsed when North Korea walked out of them in 2008.

"Kim Jong-il expressed readiness to return to six-party talks without preconditions," Medvedev's spokeswoman, Natalya Timakova, said after the president met Kim at a military base in the Siberian town of Sosnovy Bor near Lake Baikal.

"In the course of the talks the North Koreans will be ready to resolve the issue of imposing a moratorium on testing and production of missile and nuclear weaponry."

The reclusive North Korean leader, who arrived in nearby Ulan-Ude on Tuesday in an armored train on his first talks in Russia since 2002, did not speak to reporters after the talks some 4,420 km (2,750 miles) east of Moscow.

The United States and South Korea have called on North Korea to agree to a moratorium before the six-party talks reconvene.

But Timakova's comments suggested Kim wanted no discussion of the moratorium before a resumption of the talks, in which Russia, China and Japan are also involved.

The talks are intended to provide impoverished and secretive North Korea with economic aid as an incentive for giving up its nuclear weapons program.

Moscow and Beijing have called for a quick resumption of talks. Seoul, Washington and Tokyo say they are willing to resume the talks where they left off, but that Pyongyang must show it is serious about denuclearizing.

SECRETIVE TALKS

The time and day of Wednesday's meeting were not announced until the last minute although Kim, 69, had been traveling across Russia since arriving near the Pacific coast on Saturday. He travelled by train because of his fear of flying.

Kim, who wore khaki military jacket and trousers, was driven to the military base in a black Mercedes. He had spent the previous day boating on Lake Baikal, the North's state news agency said.

"Thanks to special attention and care on your part, Mr. President, we are having a happy trip," he told Medvedev.

The autocratic leader has sought help from regional powers in recent months for his impoverished nation, struggling with floods and international economic sanctions imposed over its nuclear weapons program.

He has left isolated North Korea to visit China, which now has more influence on Pyongyang than Russia, three times in less than two years.

Citing a "severe deficit" of food products, Russia said on Friday it would send 50,000 tonnes of grain to North Korea by the end of September. The North has also been seeking foreign investment to improve infrastructure.

FACT CHECK: Recession is culprit in high US debt (AP)

WASHINGTON ? It's the loud and clear consensus of Republicans in Congress and on the presidential campaign trail: Runaway government spending is the problem, not taxes.

But the math isn't so simple.

The number at the heart of the battle cry of the Republicans and their tea party allies ? that federal spending has risen to an alarming 25 percent of the economy ? is skewed by recession dynamics.

In recessions, federal spending always goes up and tax revenues go down. And the economy contracts in recessions, shrinking the gross domestic product, which is the total output of goods and services and the broadest measure of the economy's health.

Republicans are calling for sweeping spending cuts and want to hold the line on taxes, even as the U.S. struggles through one of its slowest recoveries since the Great Depression. The jobless rate has been stuck for months at more than 9 percent. With the economy slowing again, the odds of a new recession seem to be increasing.

While spending's share of the GDP might be at a post-World War II high, tax revenues have fallen to 14.4 percent of the index, the lowest since 1950.

This disparity between what comes in and what goes out plays into the Republican argument about runaway spending.

But it also reflects the mathematical reality that during recessions, tax revenues go down sharply because people and companies make less money and so pay less in taxes. Federal spending goes up, even before stimulus programs, with an increasing demand for government help from food stamps and unemployment compensation and other safety-net programs.

At the same time, the negative economic growth associated with recessions lowers the GDP number on the bottom of the equation, further boosting the ratio of spending to GDP.

Since 1970, federal spending has averaged just over 21 percent of GDP while tax revenues have averaged over 19 percent.

The last time since World War II that federal spending exceeded 23 percent of GDP was in 1982 and 1983, when it rose to 23.1 percent and 23.5 percent, respectively, during what was then called the worst recession since the Great Depression. A Republican, Ronald Reagan, was president, and he was hardly anyone's idea of a tax-and-spend liberal.

Federal spending is even higher now as a percentage of GDP, but not by much ? just between 1 and 2 percentage points. That reflects the fact that the most recent recession was far deeper than the 1981-82 downturn, which lasted 16 months.

Much of the present large gap between tax revenues and federal spending comes not from political decisions but from what happens to a nation's finances during any deep recession, economists suggest.

But you wouldn't know it from some of the recent campaign rhetoric. The Republican candidates all want to shrink government's role by slashing spending and taxes, and repealing or suspending regulations.

_Former Massachusetts Gov. Mitt Romney asserted that, because of the rise of the ratio of government spending to GDP on President Barack Obama's watch, "We're inches away from no longer having a free economy."

_Former Pennsylvania Sen. Rick Santorum: "We're now at almost 25 percent (of GDP) ... the problem is spending, not taxes."

_Reps. Ron Paul of Texas and Michele Bachmann of Minnesota insisted they would never vote to raise the U.S. debt limit and they decried the rise in federal spending. The recent bipartisan debt deal, which includes a big spending-cut component, won the support of many tea party-aligned lawmakers, however.

_Texas Gov. Rick Perry said that Federal Reserve Chairman Ben Bernanke would commit a "treasonous" act if he "prints more money" before next November's elections. "We would treat him pretty ugly down in Texas," Perry told an Iowa audience. Economists generally credit Bernanke with helping save the nation's financial system by stimulating it with a flood of new money.

Economist Bruce Bartlett, who worked in the administrations of both Reagan and President George H.W. Bush, said some of the statements by Republicans make him cringe. "And what sometimes makes me cringe more is the silence from their competitors."

Bartlett includes the solid opposition to any tax increases from the entire GOP field, citing the recent debate when not a single Republican participant would agree to accept even a mix of $1 in new taxes for every $10 in spending cuts.

"It's the cowardice of people who know they're wrong when they say these things that disturbs me more than the fact that some people say crazy things," Bartlett said. He said the Republicans were clearly playing to the party's conservative base for the primary elections "but when you repeat these things, they tend to get solidified."

He added, "The same is true in both parties. It's just that there's no primary race on the Democratic side."

The intense focus by Republicans and some conservative Democrats on cutting spending to reduce the national debt, now at nearly $14.5 trillion, helped put deficit reduction high on the priority list for both parties.

But polls continue to show that people are more concerned about the lack of jobs than they are the deficit. Nearly 15 million are jobless in the U.S.

Obama, now on vacation, plans a major speech on the economy after Congress returns in September, trying to emphasize jobs and help the poor and middle class, aides said. The plan is expected to contain a mix of tax cuts, construction projects and steps to help the long-term unemployed.

Even though the pace of recovery is painfully slow, any improvements in the jobs situation will help spur stronger economic growth, leading to more tax revenues and lower federal spending.

"If the economy starts to get better, then everything gets better," said Democratic strategist Mark Mellman.

But it will be a slog.

As the recession that began in December 2007 intensified, federal spending increased from 20.7 percent of GDP in 2008 to 25.0 percent in 2009, according to figures compiled by the White House budget office. And while the recession was officially declared over in early summer 2009, overall federal spending was 23.8 percent of GDP last year and is projected to come in at 25.3 percent for 2011 amid fears of a new, or "double dip," recession.

BOSTON (AP) ? A federal judge on Thursday apologized to a transgender inmate who has waited years for a ruling on whether she can get a taxpayer-funded sex-change operation.

Michelle Kosilek, a convicted murderer, first sued the Massachusetts Department of Correction 11 years ago. Two years later, U.S. District Judge Mark Wolf ruled that Kosilek was entitled to treatment for gender-identity disorder, but stopped short of ordering surgery to complete Kosilek's transformation into a woman.

Kosilek sued again in 2005, arguing that the female hormones she was receiving were not enough to relieve her anxiety and depression. Kosilek argued that the surgery was a medical necessity and that the Department of Correction was violating her constitutional rights by refusing to provide the operation.

Since 2006, Wolf has heard hundreds of hours of testimony from medical experts and others, but has not issued his ruling.

On Thursday, as Kosilek's lawyers made additional arguments citing recent rulings in other transgender cases, Wolf apologized for taking so long.

"I deeply regret that my decision in this case has not yet been issued," he said.

Wolf, the chief judge at U.S. District Court in Boston, has handled a number of noteworthy cases recently.

He presided over the trial of former House Speaker Salvatore DiMasi, who was convicted in June of conspiracy, extortion and other charges. He also is scheduled to rule on a request for a new trial in the federal death penalty case of Gary Sampson, a drifter from Abington who was sentenced to death after killing three people during a weeklong crime rampage in 2001.

Wolf told attorneys for Kosilek and the Department of Correction that he knows the case "is extremely important ... to all parties."

"I will continue to keep that in mind," he said.

Kosilek, born as Robert, was convicted of killing his wife in 1990. Kosilek, now 62, legally changed his name to Michelle in 1993. She has received hormone treatments and lives as a woman in the state prison in Norfolk, a medium-security, all-male facility.

During Thursday's hearing, Kosilek's lawyer, Frances Cohen, said a recent ruling by the 1st U.S. Circuit Court of Appeals in the case of another transgender inmate bolsters Kosilek's claim that prison officials are violating her constitutional rights by denying her the surgery.

In the ruling, the appeals court upheld a lower court judge who found the state Department of Correction had shown deliberate indifference to inmate Sandy Battista's medical needs by repeatedly denying her request for female hormone treatments. The court found that the department's claim that its decision was based on security concerns had been "undercut by a collection of pretexts, delays and misrepresentations."

Prison officials have cited similar security concerns in the Kosilek case, saying that allowing her to have the surgery could make her a target for sexual assaults by other inmates.

Cohen said the security concerns were also a pretext in the Kosilek case.

"It is remarkably similar to what we've been hearing in this court for quite some time," she said.

But Richard McFarland, a lawyer for the Department of Correction, said the prison officials are genuinely concerned about security problems if Kosilek is allowed to have the surgery.

He cited the testimony of former DOC Commissioner Kathleen Dennehy, who said the department's decision to deny the surgery had nothing to do the costs ? about $20,000 ? or the political ramifications of allowing an inmate to have a taxpayer-funded sex-change operation.

McFarland said the DOC has given Kosilek hormone treatments, female items and psychotherapy to help her deal with gender-identity disorder.

"We argue that the treatment provided to Miss Kosilek is adequate" and the surgery is not a medical necessity, McFarland said.

Wolf asked both sides to submit additional arguments in writing by Sept. 16. He tentatively scheduled another hearing for Oct. 11.

3 die of rare brain infection from amoeba in water

ATLANTA (AP) ? Two children and a young man have died this summer from a brain-eating amoeba that lives in water, health officials say.

This month, the rare infection killed a 16-year-old Florida girl, who fell ill after swimming, and a 9-year-old Virginia boy, who died a week after he went to a fishing day camp. The boy had been dunked the first day of camp, his mother told the Richmond Times-Dispatch.

Those cases are consistent with past cases, which are usually kids ? often boys ? who get exposed to the bug while swimming or doing water sports in warm ponds or lakes.

The third case, in Louisiana, was more unusual. It was a young man whose death in June was traced to the tap water he used in a device called a neti pot. It's a small teapot-shaped container used to rinse out the nose and sinuses with salt water to relieve allergies, colds and sinus trouble.

Health officials later found the amoeba in the home's water system. The problem was confined to the house; it wasn't found in city water samples, said Dr. Raoult Ratard, Louisiana's state epidemiologist.

The young man, who was only identified as in his 20s and from southeast Louisiana, had not been swimming nor been in contact with surface water, Ratard added.

He said only sterile, distilled, or boiled water should be used in neti pots.

The illness is extremely rare. About 120 U.S. cases ? almost all of them deaths ? have been reported since the amoeba was identified in the early 1960s, according to the Centers for Disease Control and Prevention.

About three deaths are reported each year, on average. Last year, there were four.

There are no signs that cases are increasing, said Jonathan Yoder, who coordinates surveillance of waterborne diseases for the CDC.

The amoeba ? Naegleria fowleri (nuh-GLEER-ee-uh FOWL-er-eye) ? gets up the nose, burrows up into the skull and destroys brain tissue. It's found in warm lakes and rivers during the hot summer months, mostly in the South.

It's a medical mystery why some people who swim in amoeba-containing water get the fatal nervous system condition while many others don't, experts say.

But the cases that do occur tend to be tragic, and there's only been one report of successful treatment.

"It's very difficult to treat. Most people die from it," Ratard said.

Palin didn?t say whether she plans to continue the tour.

Organic Industry Watchdog Says ?System Working as Designed, Albeit Too Slowly?

CORNUCOPIA, WI?? Jirah Milling and Sales, based in Quebec, Canada, has had their organic certification suspended by the Canadian Food Inspection Agency (CFIA).?The company, annually selling thousands of metric tonnes of organic feed soybeans and grains in U.S. markets, had been under scrutiny for some time. Organic soybean growers, and other crop producers, on both sides of the border had been questioning how Jirah could apparently sell organic beans significantly below what they knew to be the cost of production.

?We have been aware of problems with imported soybeans for years and have been actively investigating this operation for many months,? said Mark Kastel, Senior Farm Policy Analyst at?The Cornucopia Institute. ?It was obvious, from collaborating with U.S. organic grain producers, and their cooperative leaders, that something was wrong,? Kastel added.

Michael Saumur, the National Manager of the Canadian Organic Office at CFIA, said they had received two formal complaints about Jirah?s operations. Jirah then received ?multiple assessments,? he said. The assessments revealed what Saumur would only term as ?deviations? from the company?s organic plan. Jirah, Saumur explained, was ?given ample opportunity to correct? the deviations. Unable to do so, Saumur said ?it was deemed applicable to issue a suspension.?

While Saumur expressed the need to maintain confidentiality about specifics, one complaint concerning Jirah, filed in November 2010, alleges blending of cheaper conventional grains with organic and then the sale of the adulterated product as certified organic feed.

Jack Erisman, an organic crop producer in Pana, Ill., reported that ?Even with growing demand from organic egg and dairy producers, over the past two years, I have had soybeans that I could not sell in the marketplace.?

Cornucopia?s investigation brought the group in contact with Canadian farmers familiar with Jirah. ?The Canadian farmers? allegations, reported to us, were that Jirah was buying a nominal quantity of legitimate organic soybeans but the vast majority of their beans came from conventional IP [identity preserved], GMO-free growers,? Kastel said. ?These Canadian growers are the real heroes; they brought this apparent fraud to the attention of Canadian regulators and Cornucopia and tirelessly pushed for action,? observed Kastel.

Cornucopia said that none of the Canadian farmers that they had directly worked with on this investigation were willing to speak on the record due to fear of recrimination or violence. ?We had one incident, related to the investigation, reported to us concerning the vandalism of an automobile to the tune of many thousands of dollars,? said Kastel.

?Buyers should know,? said Merle Kramer of Saline, Mich., Marketing Director at the Midwest Organic Farmers Cooperative, ?that when we are in a $24.00 organic soybean market and they get four bids for around $24.00 and one bid for $19.75, it should be obvious that those are not organic soybeans. Unfortunately, for some the main concern is to get cheap organic grains and a piece of paper that says it is organic.?
