Belfast unveils birth-to-death story of Titanic

BELFAST, Northern Ireland (AP) ? One minute you're being whisked through the busy Belfast shipyard where the Titanic is being built. The next you're contemplating, amid a chilly piped-in breeze and lights mimicking darkened waters, the horror of freezing to death in the North Atlantic.

In between, Belfast's impressive new tourist attraction ? the 100-million pound ($160 million, ?120 million) Titanic Belfast visitor center ? offers a loving portrait of the excitement, ambition and opulence surrounding the doomed trans-Atlantic liner.

The Associated Press received a sneak preview of Titanic Belfast before its Saturday opening.

With 100,000 tickets already sold, Belfast is betting it will deliver a lasting tonic of tourism to the conflict-scarred city. A three-week festival featuring talks, walks and seven Titanic-themed stage shows ? including "Titanic The Musical" ? also begins Saturday to mark the 100th anniversary of the ship's launching.

Any visitor's first impression will be of center's stunning exterior: four jutting prows of the ship, lined in silver steel paneling, six stories high.

The Belfast Titanic marketing director, Claire Bradshaw, said the aim was to create an icon that people would come to associate with Belfast ? like the Eiffel Tower for Paris or the Statue of Liberty for New York.

The center sits beside the Belfast Lough dockside where the 46,329-ton vessel was built from 1909 to 1911 and set sail for her sea trials on April 2, 1912. Titanic began her fateful maiden voyage from the English port of Southampton eight days later, striking an iceberg just before midnight April 14 and sinking within hours with the loss of 1,514 lives.

A roller coaster-like ride takes visitors, up to six per carriage, up and down three floors of a re-creation of the Harland & Wolff shipyards that made the ship for Liverpool's White Star Line. No, there's no thrills or spills, just a panoramic tour suggesting the scale of the hull and the energy of the dock workers, all of them video projections of actors in period costumes. Those aboard can hear the commentary in English, Spanish, French, German, Italian or Chinese.

Next, visitors see a 4-minute CGI tour (computer-generated imagery) of the finished Titanic, rising deck by deck, from engine room to the famed first-class cabin staircase made famous in James Cameron's 1997 epic movie "Titanic." In the same room are recreations of first, second and third-class cabins, again with video projections of fictional passengers going into their bunks or getting ready for dinner.

There's no skimping on historical detail for true maritime and Titanic junkies. Every available wall is plastered, in logical chronology, with details about every phase of construction, every firm and engineering speciality involved, and every part described from the ship's four 24-foot-wide (7.3-meter-wide) funnels to its six onboard pianos.

The ship's voyage to Southampton, then to its other European ports of call in Cherbourg, France, and Queenstown, Ireland, are detailed in turn: The numbers and notables who boarded, their stories and tales of excitement about the voyage to New York ahead.

An entire wall is given over to a reprint of the final surviving photograph taken of Titanic on April 11, 1912, as she sailed away from Queenstown, the County Cork port today renamed Cobh.

Around the next corner, Titanic Belfast plunges into the disaster. A series of panels reprints the confused wireless messages among ships as Titanic appeals, minute by minute, for help from other vessels. The room is deliberately chilly as light projections create an image of dark lapping waters underfoot.

"What is the matter with you?" asks the Frankfurt at 12:34 a.m. after the Titanic hit the iceberg at 11:40 p.m.

"Cannot last much longer," the Titanic tells its sister ship, the Olympic, nearly an hour later.

"We are rushing to you," says the Baltic at 1:37 a.m.

Eight minutes later, the Titanic issues its final call to another ship, the Carpathia: "Come as quickly as possible old man: The engine room is filling up to the boilers."

After that the ship's calls fade with its dying electrical power into simple pleas for "CQ," code for "calling all ships."

In the next section, visitors are invited to explore the stories of survivors and the final words of those who perished, most impressively by using interactive touch screens that link to family photos, diaries and related newspaper articles. The role of Halifax, Nova Scotia, in receiving 209 bodies buried in the town's Protestant, Catholic and Jewish cemeteries is detailed.

Down a stairwell with a wall filled with ghost-white life preservers, visitors can hear and read testimony from the British and American inquests into how the disaster happened. Or they can explore one of several slick touch-screen databases of every passenger and crew member indexed by name, age, sex, nationality, job, cabin class, port of embarkation ? and whether they perished or survived.

More touch screens on this room offer light brain-teasing relief as visitors are asked to separate fact from fiction in a true-or-false format.

Spoiler alert ? here's some tips that could improve your score:

Apple pledge could lead to China wage hikes

BEIJING (AP) ? A pledge by the manufacturer of Apple's iPhones and iPads to limit work hours at its factories in China could force other global corporations to hike pay for Chinese workers who produce the world's consumer electronics, toys and other goods.

Foxconn Technology's promise comes as Beijing is pushing foreign companies to share more of their revenues with Chinese employees. It follows a report by a labor auditor hired by Apple Inc. that found Foxconn was regularly violating legal limits on overtime, with factory employees working more than 60 hours per week.

"I think whatever Foxconn did will have an impact, certainly, on all Chinese workers in all trades," said Willy Lin, managing director of Hong Kong-based Milo's Knitwear, which makes clothing in three factories in China for European clients.

Foxconn, owned by Taiwan's Hon Hai Precision Industry Co., promised to limit hours while keeping total pay the same, effectively paying more per hour. Foxconn is one of China's biggest employers, with 1.2 million workers who also assemble products for Microsoft Corp. and Hewlett-Packard Co.

Japan's Toshiba Group, which employs 32,000 workers in China to make goods such as refrigerators and TVs, said it too is taking measures to reduce overtime work and create safe working conditions at its factories.

China has long been a low-cost manufacturing center for goods sold under foreign brand names. But wages already were rising quickly as companies compete for workers and communist leaders try to push the country up the technology ladder to make more profitable products.

After a lull following the 2008 global crisis when Beijing froze the minimum wage to help exporters compete, Chinese workers have received big pay hikes over the past two years, though salaries still are low by Western standards.

Foxconn responded to a spate of suicides by employees at one of its mainland factory campuses in 2010 by more than doubling its basic monthly salary to 1,800 yuan ($290). The same year, Toyota Motor Corp. and other Japanese automakers granted pay hikes following a wave of strikes that had tacit government support.

Communist leaders have promised to double the country's minimum wage from 2010 levels by 2015.

The minimum wage in Shanghai, one of the world's most expensive cities, is about 1,200 yuan ($200) a month after an increase of more than 10 percent last year. The northern city of Tianjin raised its minimum wage to 1,070 yuan ($175).

Beijing has tightened enforcement of wage and hour rules "because there has been a general lack of compliance ? greater than in other countries," said K. Lesli Ligorner, head of the China employment group for law firm Simmons & Simmons.

"China is trying to make sure that at least at the lowest level of unskilled workers there are greater protections in place for them," she said.

Export-driven manufacturers along China's booming east coast also have to pay more to get and keep workers as rising living standards in the countryside mean fewer people migrate to cities for factory jobs.

U.S. and European clients might push Chinese suppliers to pay more so they look better in front of consumers, Ligorner said.

Higher wages at Foxconn "will have a ripple effect," she said.

Pay and working and environmental conditions are a sensitive issue for U.S. and European companies, some of which have been criticized by activist groups. Companies such as Nike Inc. and The Walt Disney Co. set specific standards in contracts with producers of toys, athletic shoes and other goods sold under their brands and send auditors to enforce them.

"We mind our corporate social responsibility and demand that our contract manufacturers strictly follow local as well as international rules on labor and environmental protection," said Henry Wang, public relations director for Taiwan's Acer Inc., the world's fourth-largest personal manufacturer.

Acer's laptop computers are produced by contractors in Kunshan, west of Shanghai, and in Chongqing in the southwest.

Wang said he didn't know whether the report on Foxconn by the Fair Labor Association, an American industry group, would lead to changes at Acer. He said suppliers already are required to "strictly follow" rules on wages and working conditions.

Higher wages will be easier for manufacturers to absorb if labor is a small portion of their total costs.

Research firm IHS iSuppli estimates that Apple pays $8 for the assembly of a 16-gigabyte iPhone 4S and $188 for its components. iSuppli's figures suggest that if Apple were to absorb a Foxconn wage increase to keep pay level and cut the work week from 60 hours to 49, it would pay less than $2 extra to have an iPhone made.

Other companies earn smaller profits and might find higher wages harder to pass on.

Higher costs in China already have prompted some companies in labor-intensive industries such as shoes and textiles to migrate to Vietnam and other lower-wage economies.

Lin, the garment manufacturer, said his company employs about 1,500 people in Guangdong province near Hong Kong. He said entry level pay has more than doubled over the past five years from 600 to 700 yuan ($95-$110) a month to about 1,500 yuan ($240).

"Anything lower than that, you wouldn't find the workers willing to do it," he said.

'Killer' shrimp threat on Broads

An outbreak of non-native "killer" shrimps on the Norfolk Broads is threatening its ecology and economy, the Broads Authority has said.

Since the shrimps were first found on Barton Broad earlier this month, extra monitoring has now revealed they have settled further along the River Ant.

A Broads Authority spokeswoman said: "We can only assume natural flow will spread shrimp throughout the Broads".

A public awareness campaign to prevent the spread of the shrimp has begun.

The waterways have now become the fourth area in the UK to have the crustaceans, according to the Environment Agency.

Dikerogammarus villosus, commonly known as killer shrimp, are known to kill native shrimp, young fish and insect larvae.

'Large pockets'

Last year the agency said the shrimp was the worst non-native invader of waterways in England and Wales due to its voracious appetite, which alters the make-up of habitats it invades.

The shrimps, which grow to about 30mm long (1.18in), were first found in UK waters in 2010 at Grafham Water in Cambridgeshire.

Andrea Kelly, senior ecologist for the Broads Authority, said the shrimps had now been found in "large pockets" along the River Ant to where it joins with the River Bure.

She said more monitoring would now take place throughout the Broads to keep an eye on the spread, which could be drastically increased during the summer as holidaymakers take to the area.

"Locally they're being found in high numbers," said Ms Kelly.

"It's too early to say what effect it is having on the ecology of the Broads, but they have a very high breeding rate and they could have an impact on the environment.

"They could affect fishing on the Broads, which is an industry worth millions of pounds.

"However, 80% of the Broads is soft silt, so they might not have the ecological impact of other rivers. Gravel is a much better habitat for them."

The Check, Clean, Dry campaign, set up by the GB Non-native Species Secretariat, asks people to check their equipment and clothes after they leave the water, to wash them off by the waterside and then thoroughly dry them out.

Ms Kelly said the shrimps could live for up to 14 days in damp conditions.

The Broads Authority said it was planning to put up information signs throughout the river network in the next few weeks.

No clear way to court for Syria war crimes suspects

GENEVA/NEW YORK, March 29 - U.N. officials have compiled a list of Syrian figures suspected of crimes against humanity in the uprising against President Bashar al-Assad, but opposition from Russia and China means the accused are unlikely to appear in the dock at the international war crimes court any time soon.

As world powers press for an end to the violence that has racked Syria and claimed thousands of lives, pressure is building over accusations that Assad's security apparatus has committed crimes in suppressing the year-long revolt.

Syrian government forces have been accused in a U.N. report of committing widespread, systematic and gross human rights violations amounting to crimes against humanity. There was also evidence of abuse by some rebel groups, it said last month.

A U.N. Commission of Inquiry on Syria has handed over a confidential list of senior Syrian officials suspected of ordering crimes against humanity including murder, abductions and torture to the United Nations for possible prosecution - whether by an international court, or national bodies using universal jurisdiction, or even a Syrian court in future.

But in the case of Syria, the International Criminal Court - the world's first permanent war crimes court - is powerless for the time being. The ICC has no reach there because Syria is not a state party to the Rome Statute, and because the United Nations Security Council is deadlocked over the issue.

"If the Security Council provides a decision (that) we should investigate Syria, we will do it," ICC prosecutor Luis Moreno-Ocampo said earlier this month. "We are always able."

But Moscow and Beijing have stone-walled in the Council.

"The Security Council can bring a case, but China and Russia are unlikely to agree so that the chances are slim at the moment," said Louise Doswald-Beck, professor of law at Geneva's Graduate Institute of International and Development Studies.

"But there is a possibility (of arrest and prosecution) if these people were rash enough to travel to states that can try people for war crimes and crimes against humanity."

The office of the ICC prosecutor has an information and evidence unit which can receive evidence submitted by members of the public or official bodies: so, for example, evidence from Syria could be submitted to the unit and held there in case an official investigation does go ahead.

But the office's representatives refuse to say whether they have received any evidence about war crimes in Syria.

U.N. officials have supported an investigation.

"I endorse the call by (U.N. High Commissioner for Human Rights Navi Pillay) to have the International Criminal Court investigate whether these amount to crimes against humanity," Juan Mendez, U.N. special rapporteur, or investigator, on torture worldwide, said in an interview.

RUSSIA AND SYRIA SHIELD ASSAD

The United Nations estimates Syrian forces killed at least 9,000 people over the past year as Assad's forces pounded rebel strongholds into submission. The government says opposition fighters killed 3,000 soldiers and security forces personnel.

The Hague-based ICC, which has investigated several cases involving alleged war crimes over the past decade, earlier this month handed down its first-ever ruling when it found Congolese warlord Thomas Lubanga Dyilo guilty of using child soldiers in the Democratic Republic of Congo.

But so far it has missed the chance to try some of the biggest names suspected of genocide or crimes against humanity. Sudanese President Omar Hassan al-Bashir, wanted on charges of orchestrating genocide, remains at large.

Last year, the ICC issued arrest warrants for Libya's former ruler Muammar Gaddafi, his son Saif al-Islam, and his spy chief, Abdullah al-Senussi, following a referral by the U.N. Security Council. Gaddafi was killed by rebel forces, Saif is in prison in Libya, while Senussi was recently detained in Mauritania: it remains unclear whether either of them will appear in The Hague.

With Syria, Moscow and Beijing have shielded Assad from U.N. Security Council condemnation by vetoing two Western-backed resolutions over the bloodshed, but they approved a Security Council statement on March 21 endorsing U.N.-Arab League envoy Kofi Annan's bid to end the violence in Syria.

UNIVERSAL JURISDICTION

Legal experts such as Doswald-Beck say one possible chink in the case of Syria is if any of those involved in war crimes were to leave the country and travel to another jurisdiction which could try them - provided it can be shown that these individuals ordered a direct attack on civilians or torture.

"As they are probably all Syrian nationals, it would be only on the basis of universal jurisdiction that you could try them," she said.

"If these people choose to travel and they arrive in a state party to the Convention against Torture, they need to be brought to justice. As long as they are sitting in Syria and don't move, that's where the problem lies."

The U.N. Commission of Inquiry on Syria's list of suspects is believed to include Assad's inner circle and senior officials of the Baath party, army and security forces.

"The Commission of Inquiry handed me a list of names of people in high positions, including in the military and security forces, who have been implicated in the most serious international crimes that fall under the jurisdiction laid down in the Rome Statute," U.N. High Commissioner for Human Rights Pillay told Reuters in Geneva, referring to the treaty setting up the ICC.

"I will hand over this list of alleged perpetrators to any future credible investigations," said Pillay, a former?ICC judge.

In its February report, a three-member panel, headed by Brazilian expert Paulo Pinheiro, said that Syrian forces bent on crushing the uprising had shot dead unarmed women and children, shelled residential areas and tortured wounded protesters in hospital under orders from the "highest level" of army and government officials.

"The commission also identified particular army units, security agencies and their branch offices for which there are reasonable grounds to believe that they carried out gross human rights violations," the report said.

There was also evidence of abuses committed by some rebel Free Syrian Army (FSA) groups.

The U.N. report said it had reliable accounts that the National Security Bureau of the Baath Party National Command was used to translate policy directives into strategic operations.

"COMPLEX OPERATIONS"

Military and security forces, civilian authorities and Baath Party officials coordinated operations through local security committees, it said.

"On several occasions, senior security officials were deployed from the capital to coordinate operations involving crimes against humanity and other gross violations," it said.

"Most crimes against humanity and gross human rights violations were carried out in complex operations that involved the entire security apparatus and therefore would have required superior directives."

The four major intelligence and security agencies with direct reporting lines to the president's office - military intelligence, air force intelligence, the general intelligence directorate and the political security directorate - "were at the heart of almost all operations", it said.

As the conflict evolved, elite army units closest to the leadership - the Special Forces, the Republican Guard and the Fourth Division - played an increasingly prominent role, the latter two especially in Damascus and its suburbs, it said.

"You would expect from the institutions named in the report, that the key people in those institutions to be on the list, there are enough hints," said one international human rights expert who has not seen the list, but who saw the public report.

For the Commission of Inquiry to have included it, it is likely to be all corroborated evidence, but it still needs to be proved in a court of law, this expert said.

"The investigators would look at his close circle, the constitutional order, the ministers of defense, of interior, head of security services. You start with a matrix and corroborate evidence from witnesses, these are the criteria."

LIST CREATES PRESSURE

The existence of the list creates pressure on states to take action as it means that dozens of people can be brought to justice, once a credible jurisdiction is empowered to move on the case, said Mona Rishmawi, chief of the rule of law branch at the office of the U.N. High Commissioner for Human Rights.

Several countries, including Britain, Belgium, Canada, Spain and the United States, have established universal jurisdiction for some crimes such as torture, said Rishmawi, who led a similar U.N. investigation in Darfur which contributed evidence leading to the ICC's indictment of Sudan's President Bashir.

Aside from the U.N. report, there is other evidence that could be used to mount a case, legal experts said

U.N. special rapporteur Mendez said that a Channel 4 video purporting to show Syrian patients being tortured in hospital appeared to support increasingly grave allegations pointing to crimes against humanity.

"With respect of torture, as grave as the allegations were six to eight months ago, this latest seems a step or two above that," Mendez, himself a victim of torture while jailed by the military dictatorship in his native Argentina in the 1970s, said in an interview in Geneva.

"There's a limit to what I can do. I have to say that I am frustrated that I cannot do more. I wish I had more powers."

Living in Washington, D.C., one comes to expect the occasional scandal when a career politician is found to have gotten too cozy with a campaign donor. That?s why it was refreshing - for me, at least - to hear about the latest ?cash for access? scandal across the pond. According to NPR, the co-treasurer of Britain?s Conservative Party, Peter Cruddas, was caught on camera boasting that, for a mere $400,000, one could enjoy dinner with British Prime Minister David Cameron and Finance Minister George Osborne. Apparently dinner could include the opportunity to shape policy; Mr. Cruddas is quoted as saying ?If you?re unhappy about something, you can get - we can - we?ll listen to you, and we?ll put it into the policy committee at number 10? (an apparent reference to the Prime Minister?s residence at No. 10 Downing Street in London). Sadly for Mr. Cruddas, he wasn?t talking off the record to foreign financiers as he thought. His audience was actually a group of undercover reporters from Rupert Murdoch?s Sunday Times, who gleefully reported the whole sorry tale.

There?s something oddly ironic about having a government ?pay to play? scandal outed by one of Rupert Murdoch?s publications; I suppose we should all be grateful that the reporters didn?t tap Mr. Cruddas? cell phone. Putting that irony aside, however, Mr. Cruddas has resigned in disgrace, and now claims he wasn?t telling the truth when he suggested that big donors could purchase big influence with the Prime Minister. Parliament is in an uproar, the Prime Minister is scrambling to contain the damage (he was, after all, elected on a promise to curb corporate lobbying), and the opposition Labour Party is eagerly calling for an independent investigation.

Personally, though, I find myself wondering about corporate donors who would stoop to buying dinner with the Prime Minister in order to bend his ear. There?s nothing wrong with lobbying per se. After all, governments have to prioritize the interests of various segment of the public to govern, and it?s entirely legitimate for a company to want legislators to understand how a particular law or regulation would affect its operations. But if a company wants the government to take its interests into account, those interests should be explained on the record so other interested parties can have their say, too. If it turns out that Prime Minister Cameron has, in fact, been selling access to wealthy corporations, he should pay the price for it ? and so should the corporate executives who came to buy.

Apple secures patent on multiple-arm, multiple-frequency antenna design

ImageIf not for Leap Day, Apple would've seen this one granted a year to the day after it was filed; as it stands, 365 days will just have to do. At any rate, Apple has not only managed to secure a patent this fine morning for an ejectable SIM tray, but also one for an antenna isolation apparatus. In simple(ish) terms, the patent details an antenna structure in a portable electronic device that's comprised of "first, second, and third resonating elements aligned along a common axis parallel to a ground plane," with a multiple-arm, multiple-frequency design taking shape. It's also pretty clear that the intention here is to reduce radio-frequency interference between the antennas -- something that'll prove increasingly important as wave support is added in future iPhones. Unfortunately, there's no word on whether this patent will allow AT&T-infused iPhone 5 handsets to display "7G" in the indicator bar.
