NBA talks need economic move to end the lockout (AP)

NEW YORK ? Anyone who has been to a car dealership, or bought a home, understands how negotiating works.

One side offers a number, the other counters, and they meet somewhere in the middle and make a deal.

That's not the way it's working in the NBA's labor standoff ? even with potentially $2 billion at stake for each side.

Owners and players keep insisting they are ready and willing to make the necessary financial step for an agreement. Yet talks have broken down each of the last two weeks with little movement and the same type of answer: "We're here, they're there, and that's that."

That won't get players back on the court or fans in the seats.

And with both sides so entrenched, it might be a question of when, not if, another round of cancellations will be necessary.

"I don't know," Commissioner David Stern said Friday when asked about the next deadline. "We just had a difficult day. We'll go back, we'll go to the office Monday and see what to do about this big mess."

They could start with a phone call to the players' association to schedule more talks, and the sides likely will meet again soon. But it will remain pointless if neither side is prepared to offer compromise.

Owners are insistent on a 50-50 split of basketball-related income. Players have proposed reducing their guarantee from 57 percent down to 52.5, saying that will transfer more than $1.5 billion to owners over six years.

And when neither side would go further Friday, NBA officials said union executive director Billy Hunter ended the session.

"Billy said, `My phone is ringing off the hook from agents and players telling me I cannot go under 52 percent' and he said unless you're willing to go there, we have nothing to talk about," Deputy Commissioner Adam Silver said.

The difference between 50 and 52.5 percent is about $100 million annually, based on last season's revenues, or $1 billion over the course of the 10-year agreement the NBA is seeking.

The cost of not making a deal?

"We expect there to be a $2 billion loss for us for the loss of the season, which we will then begin to dig out from under and try to get back, if there were a season's loss," Stern said. "And the players would lose $2 billion. Period."

The losses already have been piling up. Stern said wiping out the preseason schedule, which would have ended Friday, cost the league $200 million. The first month of real games adds another couple hundred million, and Hunter has said missing a month would cost the players about $350 million.

But that's not enough to make players agree to a deal they say would cost them money and limit their options in free agency.

"We think we gave more than enough, and that's what we constantly said to them: `Look, we did what it was you said you needed, we did it,'" Hunter said. "And now all of a sudden, every time we did it, it's like their eyes got bigger and they wanted more and more and more. So finally we just had to shut it down and just say it can't be."

Stern has made it clear that owners' future proposals could be made with the losses in mind. Players eventually will get their money, just less of it, but the damage to businesses that rely on the game won't be recovered.

"I think it is hard for the average person to understand what it is they're arguing over," said Jim Taggart, the manager of The Four's, an upscale sports bar across the street from Boston's TD Garden. "A lot of the people that work concessions at the Garden come in here, and their pay is budgeted into how they pay their mortgages, how they put their kids through school.

"Events at the Garden are just absolute big business. There's a whole ancillary economy that depends on the Garden, and it's pretty far reaching, all the restaurants and parking garages."

The sides are much closer after three straight days of meetings in consecutive weeks. Besides the BRI split, the list of remaining items is down to just a handful, such as the ability of teams over the luxury tax threshold to use the midlevel exception or participate in sign-and-trade deals.

Those are important to players. The top-spending teams are mostly the ones in the biggest markets, and players want to know teams in the most desired cities won't be prevented from bidding on them.

"What we did not want to do and what we don't want to do is take taxpaying teams completely out of the market for other teams' free agents," union president Derek Fisher of the Lakers said. "We want our midlevel players to be able to sign contracts or at least have the opportunity to sign a contract wherever they would like to play."

There had been a sense of optimism going into Friday after both sides acknowledged progress on the salary cap system over the previous two days. But they hadn't talked about the split, and sure enough, once they did things fell apart again.

Wasted was the meeting room the NBA had reserved through the weekend at a top New York hotel, where it hoped to be announcing a deal by Sunday. The next talks haven't been scheduled, but the sides reconnected quickly after the last breakdown.

"Each time I come here, we've come in thinking we may be here for weeks and we're not going to leave the room," Fisher said. "But sometimes they end and you assume you won't talk again for weeks and you're back the next day."

Morocco court sentences Marrakesh bomber to death (Reuters)

SALE, Morocco (Reuters) ? A Moroccan judge sentenced Adel Othmani to death Friday for plotting and carrying out an April 28 bomb attack on a cafe in Marrakesh that killed 17 people, including eight French nationals.

The blasts were the deadliest in Morocco since coordinated suicide bombings carried out by Islamist militants in the commercial capital, Casablanca, in 2003.

After the sentence was read out, female relatives of Othmani and others convicted of being his accomplices began crying and screaming, a Reuters reporter in the court room said.

The prosecution has sought the "harshest possible" sentence against Othmani and eight men accused of being his accomplices. The death penalty is allowed under Morocco's penal code but it has not been carried out since 1992.

Othmani had denied the charges, which included making explosives and committing murder. His lawyers said they would lodge an appeal.

Invited earlier Friday by the three-judge panel to make a final statement before the verdict was given, a bearded Othmani, wearing a grey New York Yankees sweatshirt, said he was the innocent victim of a political plot.

"The whole affair is baseless," he said.

"There is so much injustice in this country ... I'm failing to understand this country. Innocent people find themselves embroiled in cases like this while they are actually being used in political ploys."

The prosecution case was that Othmani, disguising himself as a guitar-carrying hippie, planted two bombs in a cafe in Jamaa el-Fna, Marrakesh's most popular tourist attraction.

The interior ministry said he showed loyalty to al Qaeda but local affiliates of the group have denied involvement.

A man convicted of being his leading accomplice, Hakim Dah, was given life in jail.

Seven others were given sentences ranging from two to four years in prison for offences that included being members of an illegal organization, helping prepare the bombing and failing to tell police about the bomber's identity.

Attending the trial were mostly French relatives of the victims of the attack. Some carried pictures of their slain relatives while others gathered around a female translator.

Lawyers for the victims' relatives had said they wanted the suspects to be given tough sentences but that they did not want the death penalty.

Logitech Revue on sale promising 'new & improved' Google TV with Android 3.1, Market

Well, well, what do we have here? These Logitech Revue boxes just hit the sales floor of a major electronics retailer, prominently sporting "New & Improved: Google TV with Android 3.1 and Android Market" stickers. Logitech also released its quarterly earnings overnight, claiming $7.9 million in sales from the Revue and accessories since dumping its CEO and slashing prices to $99. These haven't been cracked open yet to see if any Honeycomb leaks out, so it's possible they're just waiting for the long-delayed OTA update like all the others. Still, if you're trying to get a jump on the second major Google TV push without any hackery needed, it could be worth scouting store shelves in your area.

Update: As a few commenters have pointed out, a support rep on Logitech's forums indicates these boxes have been updated with a sticker only. You'll still have to wait Google to deliver the goods along with everyone else.

Apple's lossless ALAC goes open source, it's like FLAC for iPods

iTunes LogoWell, it's not nearly as exciting as a new iPhone, but Apple recently announced a bit of news that will set people in certain circles abuzz. The company's lossless audio codec, ALAC, is going open source. Similar to FLAC, the Apple Lossless Audio Codec offers some file compression while still delivering a bit-for-bit recreation of the original source material. The primary difference being that Apple devices and software do not support FLAC (at least without some tinkering) but can handle the Cupertino developed ALAC. The decision to release the code under the Apache license won't have much of an immediate impact on your digital audio routine, but expect support for ALAC to start popping up in more media players (both hardware and software) soon.

Obama tapes Leno on money swing with star power (AP)

LOS ANGELES ? President Barack Obama is making the rounds in reliably Democratic California, joking with Jay Leno and tapping the coffers of wealthy, celebrity donors as he raises money for his re-election bid.

The president taped an appearance on "The Tonight Show with Jay Leno" that was scheduled to air Tuesday night. It's his second stop on the show as sitting president and fourth appearance overall. From Los Angeles, Obama headed north to San Francisco for a fundraiser featuring a performance by folk rock singer-songwriter Jack Johnson. Obama also had fundraisers scheduled in Denver, all part of a three-day, three-state swing through the west.

Tuesday's fundraisers follow star-studded campaign events in Los Angeles on Monday. Obama joined actor Will Smith and basketball legend Earvin "Magic" Johnson at a dinner at the home of producer James Lassiter. Then he mingled with Melanie Griffith and Antonio Banderas over canap?s at the movie star couple's home just a few blocks away.

Obama was in California for money events last month. The state ranks as Obama's top donor state, and he raised about $1 million in the Los Angeles area alone during the last two fundraising quarters, according to an Associated Press review of contributions above $200.

The western tour is one of Obama's busiest donor outreach trips of the season. Celebrities are tried and true fundraising draw, particularly for Democratic presidents. Both the president and the stars bask in their reflected fame and the endorsement of stars can be a useful asset.

Not that he needs the votes here. California is a solidly Democratic state, though Sacramento-based Democratic consultant Roger Salazar said the president, echoing national trends, is less popular now in the state than he was when he was elected.

"Democrats by their nature are going to give the president the benefit of the doubt," said Salazar, a veteran of California and national political campaigns. "But they want him to do something about it. They want to see some movement."

Obama is promising some movement. He has been promoting his $447 billion jobs bill, which has been broken up into its component parts in hopes Congress can pass some of them.

Addressing about 240 donors at the Bellagio hotel and casino in Las Vegas Monday, Obama said the pieces that Republicans reject would likely linger as campaign issues in 2012.

"This is the fight that we're going to have right now, and I suspect this is the fight that we're going to have to have over the next year," Obama said. "The Republicans in Congress and the Republican candidates for president have made their agenda very clear."

Addressing donors in Los Angeles, Obama ticked off his administration's accomplishments, eager to reinvigorate supporters whose enthusiasm has flagged since his 2008 election.

"Sometimes I think people forget how much has gotten done," the president said, as Smith and Johnson looked on. He urged his backers to rally once again, at the same time joking, as he often does, that he is older and grayer now. "This election won't be as sexy as the first one."

At Banderas' and Griffith's house, its entrance path lined with rose petals and votive candles, Obama told about 120 mostly Latino contributors that he has kept a list of his campaign promises and that, by his count, he has accomplished about 60 percent of them.

"I'm pretty confident we can get the other 40 percent done in the next five years," he said to loud applause.

The Griffith-Banderas event was Obama's first Latino fundraiser, with donors giving at least $5,000 per person to attend. It featured guests such as actress Eva Longoria, comedian George Lopez, Labor Secretary Hilda Solis and mayors Antonio Villaraigosa of Los Angeles and Julian Castro of San Antonio.

Obama drew the loudest applause when he vowed to tackle an overhaul of immigration laws, a promise from 2008 that has gone unfulfilled in the face of Republican opposition.

The Las Vegas fundraiser attracted about 240 people who paid from $1,000 to $35,800 toward Obama's re-election campaign and to the Democratic National Committee. The bigger donors met the president personally. Guests at Lassiter's home contributed $35,800.

Obama has been displaying campaign-style vigor. At a Las Vegas subdivision where he promoted housing proposals, Obama waded into the neighborhood crowd to shake hands, sign autographs, even lift a baby.

Upon arriving in Los Angeles, Obama headed to a diverse neighborhood minutes from Lassiter's home south of Hollywood and stopped at Roscoe's, a popular Los Angeles chicken restaurant chain. Obama roved through the dining booths greeting customers, leaving at least one awestruck young boy holding his hand aloft after shaking the president's hand. One man gave him a hug and a Hispanic man told his daughter that if she studied hard "you'll be like him."

Announced earlier today, GoPro released details on the launch of the?HD Hero2 digital video camera. This camera is the?successor?to the HD Hero, a 5-megapixel camera that shot 1080p HD video. The HD Hero2 has been bumped up to 11-megapixels and can also shoot at eight or five megapixels to save on memory space.?GoPro claims that the camera has an image processor that?s twice as fast at the original HD Hero. They also claim that the lens produces images that are twice at sharp. The?HD Hero2 can shoot in multiple fields-of-view (FOV) including 170 degrees for widescreen, 127 degrees for a normal shot and 90 degrees for a narrow shot. It also has the same FOV?capabilities for shooting video.

While the original?HD Hero could only shoot three 5-megapixel shots per second, the?HD Hero2 is capable of shooting ten 11-megapixel shots per second. In addition, there?s a new time-lapse setting that can record a 11-megapixel photo every 0.5 seconds. Other new additions to the new model include a mini-HDMI port for viewing photos or videos on a high definition television, a language based interface instead of the numeric interface, multiple LED lights on all sides of the camera and a?3.5mm stereo microphone input for plugging in an?external microphone.

Similar to the previous model, the?HD Hero2 is currently available in three different packages dependent on the usage. The packages include the Outdoor edition with a head / helmet straps for activities like mountain biking, the Motosports edition with suction cups / buckles and the Surf edition with surfboard mount. All packages are priced at $299.99 and comes with a 30-day return policy if the camera doesn?t perform well enough for the activity.

Look, apparently there?s no rule that says a soccer ref in the Czech Republic can?t be completely stinking hammered on the job, so play on! (Hic!).

Czech referee Tomas Fidra (seen here) stumbled around the field (falling over several times) during the match against local rivals Jestrabi Lahota and Tynec-Nad-Labem, pausing only to discuss the birthday celebration he had just attended. When some of the players asked if he was alright, Fidra red carded three of them.

?His breath smelt like a brewery and he didn?t hide the fact that he had been celebrating a birthday,? Karel Dusek, an official from the Jestrabi Lhota club, told the Lidove Noviny newspaper.?

With his shirt muddied by his numerous falls, the referee then sent off three Jestrabi players in the game against Tynec-nad-Labem.

?There?s no rule which bans a drunk referee from taking charge of a match. If we had refused to continue to play, we could have been sanctioned.?

With their opponents down to eight men, Jestrabi agreed not to attack in protest of the unfair ejections. It ended in a 1-1 draw, and was later annulled entirely.

But the fun was only beginning when the game ended. Police were summoned, and Fidra?s blood alcohol level registered (wait for it ?) a 0.194 ? more than nine teams the legal limit in the Czech Republic. He?s facing a one-year ban.

Sprint announces Q3 earnings: net subs reach five year high, net losses at $300 million

Sprint has just unveiled its Q3 earnings report, and it's looking pretty bittersweet. According to the company, net operating revenues reached $8.3 billion during the quarter (about two percent higher than Q3 2010), while additions of new wireless net subscribers reached a five year high, with 1.3 million customers hopping onboard. Of those 1.3 million, 304,000 were of the postpaid variety, 485,000 were prepaid and about 835,000 were wholesale. Sprint lost about 44,000 net postpaid customers this quarter, but that's a major improvement over last quarter, when a little over 100,000 jumped ship, and marks a 59 percent improvement over last year's report. At the same time, however, the carrier reported net losses of $301 million -- lower than Q2's figures, but not exactly encouraging, either. As far as the future goes, the folks at Overland Park expect to end the year with even more new subscribers, though it remains to be seen whether that long-awaited LTE rollout can make much of a dent in its bottom line. Update: Listening in on the earnings call it's clear Sprint is really counting on the iPhone to help it run with the big dogs. According to some convoluted metaphor, the carrier is the Oakland A's in Moneyball and Apple's handset is A-Rod (who never spent a day with the Athletics... but we digress). Still, Sprint expects more loyalty and bigger profits from customers who choose the iPhone -- at least for the next four years, after which it'll have to negotiate a new deal with the Cupertino crew.

Update 2: Sprint also clarified that, in addition to its deal with LightSquared, it will be working with Clearwire to deliver LTE network coverage. The carrier has reached a preliminary agreement with its WiMAX partner, but expects to announce a wholesale deal soon.

Update 3: We already knew that the iPhone 4S launch was the company's best launch ever for a family, but now the company's confirming that it was its best launch ever for any device.

Deeper flaws in euro will take years to fix (AP)

FRANKFURT, Germany ? Markets want European leaders to find a convincing way to ease the eurozone debt crisis by the middle of the week.

Fixes for the deeper problems that plague the monetary union, however, will remain on their to-do calendars for years to come.

The turmoil over some eurozone governments' excessive debt has exposed flaws in Europe's 13-year-old monetary union that are more complicated than Greece's admittedly disastrous decisions to spend and borrow too much during good times.

In the short run, officials must reduce Greece's crushing debt and cushion banks against the losses they would take on Greek bonds, measures they worked on over the weekend and are hoping to agree on by a second summit Wednesday. They also need to expand the financial firepower of their too-small bailout fund, so it can backstop countries such as Spain and Italy and reassure bond investors they can pay their debts.

When those steps are taken, however, the broader issues that let so much debt pile up will remain ? and take years to solve.

If, that is, the 17 eurozone governments can ever come together on the answers, after struggling to find agreement on short-term patches during the 22 months since the crisis hit when Greece admitted it was broke.

The tough issues include chronic imbalances in both growth and trade between euro countries, who cannot even them out by shifting exchange rates, as non-euro countries can. Meanwhile, there are no proven, workable rules to keep countries from running up too much debt.

Most of the solutions proposed to such problems would require altering the fundamental European Union treaty, a process that could take years.

It was already known at the euro's launch in 1999 that differences in how fast economies grow presented a challenge. The euro has a single, central monetary authority, the Frankfurt-based European Central Bank, that can impose only one interest rate. A rate low enough to help a big country like Germany through a slow patch could contribute to inflation in smaller, faster-growing ones, undermining their export competitiveness.

That is exactly what happened during the mid-2000s, as the ECB held its key borrowing rate at 2 percent. The low rates boosted Germany and France, but in places like Greece and Ireland, Europe's so-called periphery, cheap credit helped enable irresponsible spending and lending booms that swelled salaries and prices.

The way countries within the eurozone trade with each other is also seriously imbalanced.

Germany is an export powerhouse, running an estimated trade surplus of 5.5 percent of economic output this year, while the troubled countries run deficits: Portugal 8.5 percent, Spain 4.5 percent, Italy 0.9 percent and Greece 4.2 percent.

The normal way countries adjust is through shifts in exchange rates. An exporter's currency appreciates, making its goods more expensive, while the importers can see their currencies fall and their industries become more competitive. That can't happen within the euro. Greece, Ireland and Portugal have to cut business costs and raise their export competitiveness through a brutal "internal devaluation," with a chief tool being pay cuts for government workers, which also undermines private sector pay.

Economist Simon Tilford at the Centre for European Reform in London said the currency bloc will not straighten out its problems "unless they do something about trade imbalances within the eurozone, which at the moment are primary causes of the very big budget deficits in places like Spain."

Trade shortfalls "are draining demand and employment out of these economies" and thus boosting government budget deficits.

Eurozone officials are working on improved economic coordination, including having eurozone leaders meet regularly. They intend to begin tracking trade and debt imbalances. But it's not clear how, in political terms, exporters such as Germany or the Netherlands can be forced to consume more and export less, which could require cutting taxes and increasing government spending and deficits.

Another way of stopping debt from building up could be a European Union budget agency or finance ministry, as proposed by retiring European Central Bank chief Jean-Claude Trichet. The ministry would be able to veto spending by national governments.

The problem then would be how to make that ministry accountable to voters, given that taxpayer money is at stake. Some fix-it proposals include commonly backed "eurobonds," with access to the money controlled by bureaucrats who would rule on whether a country's finances were under control. Their decisions could be submitted to the elected European Parliament. The idea remains controversial.

The EU has tightened existing rules against running up too much government debt, but whether they are strong enough for governments to actual face sanctions remains to be seen. Rules that limit debt and deficits to 3 percent and 60 percent of gross domestic product were flouted repeatedly, even by France and Germany, in the past.

That illustrates what Harvard University economist Alberto Alesina says is a core problem with rules: They are either too rigid or unenforceable.

If spending limits are too strict, governments cannot deficits to stimulate the economy in downturns. But if the rules are adjustable for the ups and downs of the economy, Alesina said, "people will find a way to justify the deficit even when it is not justified by the cycle."

It's more practical to put debt limits in national constitutions, he said, as Germany and Spain have done and as Italy and France have proposed. But "a rule can only help a government that is well-intentioned enough to do the right thing," said Alesina.

He is skeptical of rules above the national level. "History and theory show that it is very hard for national governments to delegate fiscal policy to the supranational level," he said.

The real solution to debt, Alesina says, is promoting growth through structural reforms such as cutting bureaucracy and red tape and eliminating excessive rules on hiring and firing ? reforms that the EU has been talking about for years but is often slow to enact.

Spain has taken some such steps; but they take years to show results.

"A financial engineering solution may help in the short term," said Alesina, referring to the debate over boosting the eurozone bailout fund's ability to intervene in markets. "But without those reforms we are in trouble."

One deterrent to piling up debt may simply be the misery of the budget and wage cutting that Greece, Portugal and Ireland have been through.

"It should be," said Alesina. "If a crisis of such magnitude is not enough to teach some lessons, then we are in trouble."

Mass. college students revolt at vegetarian rumor

NORTHAMPTON, Mass. (AP) ? The rumor that Smith College was going entirely vegetarian, and that it would only buy food from local growers, started a ruckus on the school's Massachusetts campus.

There were protests and counter-protests last week at the prestigious women's college in Northampton, slogans pro and con written on walkways, and personal criticism of the manager of dining services.

It turns out it was a hoax, cooked up by two professors as part of their introductory class in logic.

Professor Jay Garfield tells The Boston Globe (http://bo.st/tqfDGO) the prank was a way to liven up a dry topic. He and professor Jim Henle have started false rumors in the past.

Smith President Carol Christ added to the exercise, saying Monday Garfield and Henle had been fired. That, too, was a hoax.

Clinton seeks role for Afghanistan's neighbors (AP)

TASHKENT, Uzbekistan ? U.S. Secretary of State Hillary Rodham Clinton on Saturday urged Afghanistan's Central Asian neighbors to play a role in securing and rebuilding the country as American forces withdraw over the next three years.

She also pressed authorities in the region about improving their record on human rights.

Clinton told an audience in Tajikistan that Afghanistan's reintegration into the regional economy would be critical to its recovery from war, as well as for better conditions in surrounding countries.

Afghanistan has been at "the crossroads for terrorism and insurgency and so much pain and suffering over 30 years," she said. "We want Afghanistan to be at the crossroads of economic opportunities going north and south and east and west, which is why it's so critical to more fully integrate the economies of the countries in this region in South and Central Asia."

Clinton was promoting the concept of a "new Silk Road" that would increase regional trade and commerce.

"We hope it will give rise to a network of thriving economic relationships around the region," she said. But, Clinton added, countries would have to remove or ease trade restrictions and reform commercial laws for the scheme to succeed.

On human rights, Clinton told a town hall meeting in Dushanbe, the capital of Tajikistan, that she would raise the issue with the leaders of both Tajikistan and Uzbekistan.

She said she spoke to Tajikistan's president, Emomali Rakhmon, about her concerns over restrictions on press and religious freedoms. In particular, she cited attempts to register certain faiths and efforts to discourage younger people from embracing the worship of their choice.

Tajikistan, a Muslim nation with a secular government, is keen to prevent its youth from adopting extremist Islamic views.

But this kind of strategy, Clinton warned, often backfires.

"It could push legitimate religious expression underground and that could build up a lot of unrest and discontent," she told reporters at a news conference with the Tajik foreign minister. "You have to look at the consequences. We don't want to do anything that breeds extremism."

U.S. officials said she brought a similar message to Uzbek President Islam Karimov, who they said has pledged during their 2 1/2-hour meeting in Tashkent to put in place reforms.

Clinton defended her meeting with Karimov, whose government has been accused of serious rights abuses.

"If you have no contact, you have no influence," she said. "And other countries will fill that vacuum who do not care about human rights, who do not care about fundamental freedoms. So despite the challenge, I would rather be having meetings raising these uncomfortable issues, pressing for change, than to be totally outside and let others come in that only want commercial, political, and other advantages."

Human Rights Watch has called on her to link improvements to continued U.S. engagement.

Clinton was the highest-ranking American official to visit Tashkent since the U.S. last month lifted 7-year-old restrictions on assistance to the country. The restrictions were imposed because of rights abuses.

Clinton arrived in the Tajik capital of Dushanbe on Friday from stops in Pakistan and Afghanistan, where she demanded greater cooperating in dealing with militants and encouraging insurgents to talk peace.

Clinton is at the tail end of a weeklong, seven-nation overseas trip that has already taken her to Malta, Libya, Oman, Afghanistan and Pakistan. She planned to return to Washington on Sunday.

Obama: Alone on the bus (Politico)

The moment that best defined Barack Obama?s three-day bus tour of North Carolina and Virginia came on the last day, as the president stood indecisively between Anna?s pizzeria in Hampton, Va., and an unwelcoming wall of security vehicles.

Obama and the first lady had just had lunch with four veterans, quietly discussing their struggle to find jobs after fighting in Iraq and Afghanistan. He was about to hop aboard the armored motor coach when he spied dozens of cheering supporters beckoning him to come, about a block to his right, on the main road leading to the local air force base.

He paused, seeming to ponder the logistics of sprinting over. He waved, smiled, waved again. Then ? as the thought-bubble, ?Nah!? seemed to pop into the presidential cranium ? Obama disappeared up the steps of his bus, leaving behind disappointed fans and a missed opportunity on a trip full of them.

Obama scored historic victories in 2008 in both Virginia and North Carolina. To win next year, he needs to maximize support among his base, while keeping GOP tallies down in white, rural and suburban areas he didn?t win last time.

That means figuring out a way to reach voters who aren?t generally inclined to like Democrats and who have absorbed three years of GOP messaging about Obama?s love for big government and high taxes. But the challenge isn?t merely external. If this week?s trip proved anything, it?s that Obama?s personal disdain for politicking, which marked him as a reformer last time, now adds an extra impediment to an already daunting political sales job next year.

?The data says people like Obama personally, but they don?t like a lot of his policies or his performance,? says Quinnipiac pollster Peter Brown. ?This trip is supposed to be a bridge between those data points. ? Whether he can do that remains to be seen.?

This week?s trip to two critical upper-South swing states had a superficially narrow mission: to batter Republicans into backing Obama?s jobs bill, particularly a provision to provide localities with $35 billion aimed at stemming massive teacher, firefighter and police layoffs. The plan, which the Senate blocked Thursday night, polls well ? better than the president himself in both states.

But the trek, like the far sunnier jaunt through rural Minnesota, Iowa and Illinois in late summer, had a broader purpose: to reconnect with a public increasingly souring on his economic stewardship.

Obama, a fan of Apple products, has an inside-the-Beltway reputation for being a human iPad ? sleek, unemotional, efficient and self-contained. But that?s an illusion that vanishes when he leaves Washington. Like any performer ? and Obama is his generation?s preeminent political performer ? the president is deeply sensitive, even hyper-sensitive, to the emotional temperature of those around him. He can?t quite hide his disappointment when people give the cold shoulder.

Before an enthusiastic audience of black teachers and students in a rural North Carolina High School Tuesday night, he seemed to relax, radiating warmth, confidence, authority and humor.

Murdoch to pay $3.2 million over hacking

Rupert Murdoch's company said Friday it has agreed to pay 2 million pounds ($3.2 million) to the family of a murdered schoolgirl whose phone was hacked by the News of the World tabloid.

News International, the U.K. newspaper publishing division of News Corp, and the family of Milly Dowler confirmed the settlement in a joint statement.

Murdoch shut down the 168-year-old News of the World in July after evidence emerged that its reporters had eavesdropped on the telephone voice mail messages of the 13-year-old who disappeared in 2002 and was later found murdered.

The statement said Murdoch also will donate 1 million pounds ($1.6 million) to charities chosen by the Dowler family.

"Nothing that has been agreed will ever bring back Milly or undo the traumas of her disappearance and the horrendous murder trial earlier this year," the Dowlers said in the statement. "The only way that a fitting tribute could be agreed was to ensure that a very substantial donation to charity was made in Milly's memory. We hope that projects will be undertaken so that some good can come from this."

The revelation that reporters eavesdropped on Milly Dowler's voice mail messages while police were searching for her ? and mounting evidence that phone hacking was routine at the newspaper ? shook Murdoch's media empire, and sent tremors through Britain's political, police and media establishments.

Murdoch?s News Corp will face pressure at the company?s annual meeting Friday. Many shareholders are unhappy about his dual role of chief executive and chairman, and some investors are calling for several directors -- including his sons James and Lachlan -- to step aside. The phone hacking scandal has already forced the resignation of two of London's top police officers, ousted executives at Murdoch's News Corp. and claimed the job of Prime Minister David Cameron's former spin doctor, Andy Coulson, an ex-News of the World editor.

Murdoch's global News Corp. has expressed contrition, launched an internal inquiry and set aside 20 million pounds ($32 million) to compensate victims, who could number in their hundreds. Detectives have informed more than 450 people that they might have been spied on by the newspaper.

Pakistani poor hit by decision to spurn US aid

U.S. aid could have transformed Pakistan's largest maternity hospital, where rats run through the halls, patients sleep three to a bed, women who require C-sections aren't getting them because only one operating room is functioning, and premature babies risk death because of a shortage of incubators.

But the government of Pakistan's most populous province, Punjab, turned down an American offer of $127 million for health care, education and municipal services following the U.S. raid that killed Osama bin Laden. Sixteen million dollars was earmarked for Lady Willingdon Hospital in the provincial capital of Lahore.

The government's decision was thought to be an attempt to win votes by capitalizing on pervasive anti-American sentiment in a province with a significantly larger population than France and a bigger land area than Greece. Pakistan's federal government and other provinces did not follow suit, but they may also find themselves with less U.S. assistance soon.

Pressure is growing in the U.S. Congress to reduce the billions of dollars in annual military and civilian aid because of the government's alleged ties to Islamist militants. The money has failed to persuade Pakistan to target militants using its territory to attack U.S. troops in Afghanistan.

The experience in Punjab shows that the impact of an aid cut in this poverty-stricken country would be felt most acutely by the poorest citizens, not the army generals allegedly gambling with militant proxies in Afghanistan or wealthy politicians hoping to win votes with their anti-American gestures.

Pakistan's elite does benefit from U.S. assistance, either through lucrative contracts for NGOs or by allegedly skimming off money funneled through the government. The loss of these funds may crimp their lifestyle, but it is unlikely to affect whether their families get adequate medical treatment or their children a decent education.

"The decision of the Punjab government to turn down U.S. money was not in the best interests of poor people in Punjab," said Mohammed Sharif, a senior administrator at Lady Willingdon Hospital. "It was a high-level decision, and we are suffering for it."

Hospital ceilings covered in black mold
Like many government-run hospitals in Pakistan, Lady Willingdon struggles to provide even basic care. The hospital, built by the British in the 1930s before Pakistan's independence, was meant to house 80 patients. The country's population has since boomed, forcing officials to cram 235 patients into a facility that is now run-down. Paint peels off the concrete walls and black mold covers the ceilings.

Patients are forced to share beds, and sometimes women who are close to giving birth have to sit on the floor for lack of space, nurse Kaneez Akhtar said.

The hospital also faces a shortage of critical medical equipment. There is only one functioning operating room, leaving women lined up to receive cesarean sections, a senior doctor said.

"We lose a lot of babies because of that," said the doctor, speaking on condition of anonymity because of the sensitivity of the issue.

There are only three working infant incubators, which were donated by NGOs, said Mohammed Athar, the doctor who runs the nursery for premature babies. The hospital is forced to use overhead warmers for other infants, leaving them more exposed to disease, he said.

"Without incubators, it's useless," said Athar.

The $16 million offered by the U.S. would have been used to purchase 10 incubators, build a new 100-bed ward and expand the nursery and emergency facilities, said Sharif, the hospital administrator.

The U.S. has financed similar efforts to transform two hospitals in southern Sindh province that treat tens of thousands of patients every year.

The head of the Punjab government, Shahbaz Sharif, tried to justify his decision to spurn American aid following the May 2 raid that killed the al-Qaida chief not far from Pakistan's equivalent of West Point. He said at the time that Pakistan needed "to break the begging bowl" and "get rid of the foreign shackles."

The U.S. operation outraged Pakistani officials because they were not told about it beforehand.

Sharif is a leading member of the main opposition party in the country, and many viewed his decision as a way to siphon votes away from the Pakistan People's Party, which controls the federal government. The Punjab government spokesman declined to comment on this interpretation.

Sharif and other members of his government are unlikely to feel much personal impact from the move to turn down U.S. aid.

'Should have taken the money'
Free government-run hospitals like Lady Willingdon are mainly used by the poor, who are already suffering from Pakistan's weak economy and surging inflation. Wealthier citizens opt for more expensive private institutions in Pakistan or abroad.

A large chunk of the American assistance, $100 million, was to be used to rebuild schools in southern Punjab destroyed by last year's devastating floods. An additional $10 million was meant to improve municipal services like clean water and sanitation.

The money will now be redirected to other areas of the country, the U.S. Embassy said.

Washington has continued several programs in Punjab that don't run directly through the provincial government, such as rehabilitation of power plants and small grants to female entrepreneurs in flood-affected areas, said the embassy.

The loss of aid for schools, water and sanitation also won't be felt acutely by the elite. Most send their children to private schools and live in leafy parts of Lahore dotted with Western restaurant chains, polo grounds and cosmetic surgery centers. The Sharifs own property in London worth millions of dollars.

The Pakistani military, which has received the bulk of U.S. assistance over the past decade, is also somewhat insulated from a reduction in aid. Its officers mostly live on well-manicured cantonments that have their own schools and hospitals that are much better than those available to the general public.

Life is very different for Pakistanis who live in Shamaspura, a dirt-poor part of Lahore filled with ramshackle brick houses separated by a narrow mud lane coursing with sewage. Most of the roughly 15,000 residents are fruit and vegetable vendors who make about $2 per day. They are forced to tie pieces of cloth across their faucets to filter out dirt and insects in the water.

"We have asked the government to pave our road and build us a sewer system, but they said they don't have any money," said Jumma Khan, a 55-year-old vegetable vendor.

Poor citizens could take out their anger at the ballot box, but Pakistani politicians often insulate themselves by bestowing favors on village elders and other influential people who direct ordinary citizens how to vote.

The U.S. may be unpopular in Pakistani neighborhoods like Shamaspura, but residents said it was crazy for the government to turn down aid that could have improved their lives.

"This is rich people denying aid meant for the poor," said Batool Akhtar, a feisty old lady wearing a dirty yellow shalwar kameez covered in white flowers. "The government should have taken the money."
