Sounds good. I would use a very fine sandpaper, and then make sure they are thoroughly cleaned and dry.
I prefer to hang small items when spray painting them. I would insert one of the screws into the handle, tie a piece of twine to the screw and hang it from a clothes line or tree branch. Cover anything you don't want painted (like the screw threads) with masking tape, give it a very, very slow spin, and spray away. Don't be in a hurry. Several very light coats work better than one heavy one.
